Minority Leader, Alexander Afenyo-Markin, says government has breached Article 178 of the Constitution for withdrawing the GHC350 million flood relief money from a different fund rather than the Contingency Fund without a parliamentary approval. According to him, the Fund was under a garnishee order by the court, which means government could not have withdrawn money from it but should have sought parliamentary approval to withdraw the funds from another account. He therefore said it is false for anyone to claim the flood relief money was taken from the contingency fund.
