Deputy Education Minister Refutes Claims of GH¢45 Sanitary Pad Procurement Cost The Member of Parliament for Builsa South and Deputy Minister of Education, Hon. Clement Abass Apaak, has refuted claims made by the MP for Old Tafo Constituency, Hon. Vincent Ekow Assefuah, regarding the cost of sanitary pads procured for schoolgirls. Speaking to the media, Hon. Apaak stated that the Old Tafo MP deliberately misled the public during the 2026 Budget debate by alleging that the Ministry of Education and by extension the John Dramani Mahama-led NDC government had procured sanitary pads for Junior and Senior High School girls at a cost of GH¢45 per pack. The Member of Parliament for Builsa South and Deputy Minister of Education, Hon. Clement Abass Apaak, has refuted claims made by the MP for Old Tafo Constituency, Hon. Vincent Ekow Assefuah, regarding the cost of sanitary pads procured for schoolgirls.

 

Speaking to the media, Hon. Apaak stated that the Old Tafo MP deliberately misled the public during the 2026 Budget debate by alleging that the Ministry of Education and by extension the John Dramani Mahama-led NDC government had procured sanitary pads for Junior and Senior High School girls at a cost of GH¢45 per pack.

He described the claim as “not just a lie but a fabrication,” insisting that it had no basis in the facts presented in the 2025 Budget.

 

He explained that the approved budget allocation of GH¢292 million covers the purchase and distribution of 12,280,340 sanitary pads, which the Ministry categorized into two batches for effective implementation.

 

Hon. Apaak further revealed that the first batch consists of 6,670,095 packs, with each pack containing twelve sanitary pads.

The second batch comprises 5,601,245 pads.

 

He emphasized that at no point did the Ministry procure sanitary pads at GH¢45 per pack. Instead, the actual cost ranged between GH¢19 and GH¢24 for the first batch, which has already been distributed.

 

He explained that the variation in pricing was due to transport and distribution costs factored in by contracted suppliers. 

 

Depending on the delivery destination and distance from the production source, prices differed—but never approached the claimed GH¢45.

 

He concluded that the Ministry remains committed to transparency and ensuring that sanitary pads reach schoolgirls across the country at the approved and verified cost.
