Road Minister Outlines Major Reforms to Road Fund Management The Minister for Roads and Highways, Hon. Governs Kwame Agbodza, has delivered an update to Parliament on the current state and future direction of road construction and rehabilitation across the country. Speaking on the floor of Parliament, Hon. Agbodza emphasized that the new approach to funding road projects will not follow the traditional models, such as GETFund or the existing Road Fund mechanisms. He explained that while GETFund may be involved in awarding contracts, the Road Fund will strictly be used to finance specific activities determined by the road sector agencies — namely, the Department of Feeder Roads, Department of Urban Roads, and the Ghana Highway Authority. He clarified that the Road Fund is not permitted to award road contracts. "No one will allow the Road Fund to begin initiating projects; it is solely a financial instrument to pay for work done by the responsible road agencies," he stated. Hon. Agb

Finance Minister Announces Major VAT Reforms: COVID-19 Levy to Be Abolished The Finance Minister Dr. Cassiel Ato Forson has announced a series of sweeping tax reforms under the Value Added Tax (VAT) Act, aimed at easing the tax burden on Ghanaians and eliminating the cascading effects of certain levies. Delivering the 2025 Mid-Year Budget Statement to Parliament on Thursday, Dr. Forson outlined key tax policy changes the Mahama administration plans to implement to build a more equitable and growth-oriented tax system. He revealed that the VAT reforms will be finalised by October 2025 and incorporated into the 2026 Budget. He would like to reassure Ghanaians that the COVID-19 Levy will be abolished, the Effective VAT Flat Rate will be reduced, the punitive and cascading effects of the NHIS Levy will be removed, and the GETFund Levy will be eliminated. Economy Shows Strong Signs of Recovery - Finance Minister The Minister for Finance, Dr. Cassiel Ato Forson, is set to present the much-anticipated 2025 Mid-Year Budget Review to Parliament today. Addressing the House ahead of the presentation, Dr. Forson highlighted that the first half of 2025 reflects significant progress in Ghana’s economic recovery, crediting prudent fiscal management, sound monetary policies, effective structural reforms, and strategic investments. Governs Kwame Agbodza, has raised serious concerns about the high cost of cement in Ghana, calling on producers to reduce prices in line with recent economic gains. Speaking at a press conference, Hon. Agbodza stated that despite the relative stability of the Ghanaian cedi and a general reduction in prices of several imported goods, cement producers continue to maintain high prices. He noted that many of the inputs used in cement production are imported, yet unlike other sectors, the cement industry has not passed on the benefits of currency stability and reduced import costs to consumers. Kwame Agbodza, about the progress of a road project during a session on the floor of parliament. Addressing members of parliament, Hon Boako stated that, despite the contractor being on the project for some time, the percentage of work done is below 10%. According to him, the Road and highways Minister has issued letters to the contractor to return to the site, otherwise, the contract will be terminated. Hon.
