*‘170mm in 13 Hours Was Unforeseen’ – Kwakye Ofosu Defends Gov’t Response to Flooding* Minister of Government Communications, Hon. Felix Kwakye Ofosu, says the recent flooding was caused by an “extraordinary” rainfall that could not have been predicted, and that government funds are being targeted at both relief and mitigation. Contributing to debate in Parliament, Hon. Kwakye Ofosu stated that part of the allocated money will go towards providing relief for the 38,000 people displaced by the floods. “Another 150 million cedis is programmed to help address problems brought on by the flooding, which can lead to more flooding. So there is nothing wrong with mitigating the impact of further rainfall,” he said. The Minister stressed that the situation was not normal rainfall. “Mr. Speaker, we are not talking about normal rainfall. We are talking about 170 millimeters of rain in a space of 13 hours. The whole of last year June only 56 millimeters of rainfall was recorded. This year,

Hon. Frank Asiedu Bekoe Calls for Accountability and Lasting Solutions to Alajo Flooding The Member of Parliament for Suhum Constituency, Hon. Frank Asiedu Bekoe, has called for urgent government action to address the persistent flooding in Alajo, describing the situation as a serious humanitarian and infrastructure challenge that continues to destroy lives, homes, and livelihoods. According to the MP, the recurring floods are largely the result of blocked and poorly maintained drainage systems. He noted that drains clogged with unmanaged waste and silt are unable to carry stormwater during heavy rains, causing floodwaters to overflow into homes and businesses. Hon. Asiedu Bekoe stressed that although Ghana has experienced several major flood events over the years including in 1933, 1960, July 1995, June 2015, June 2020, and May 2022 the underlying challenge remains the inadequate drainage infrastructure and poor maintenance of waterways. He therefore called for greater accoun

*Gov’t Cites Structures on Waterways as Cause of Ofankor Barrier Floods* The Minister for Works, Housing and Water Resources, Hon. Kenneth Gilbert Adjei, says the persistent flooding at Ofankor Barrier is mainly caused by structures built directly on major water drains. Responding to questions in Parliament, Mr. Speaker, the Minister noted that his Ministry is “fully aware of recurring flooding challenges within the Trobu constituency and its surrounding areas, particularly during periods of heavy rainfall.” Hon. Adjei said the floods continue to threaten lives, property, livelihoods, and critical infrastructure, including the Achimota-Ofankor highway. “Mr. Speaker, the persistent flooding at the Ofankor Barrier is primarily due to structures constructed directly on major water drains obstructing the natural flow of water,” he stated. According to the Minister, the Ghana Hydrological Authority has conducted a technical assessment under the Greater Accra Drainage Planning Studie

*Cocobod Debt Crisis: Excess Procurement Left Suppliers Unpaid, Says Deputy Finance Minister* Deputy Minister of Finance, Hon. Thomas Nyarko Ampem, has told Parliament that mismanagement of Cocobod’s finances between 2021 and 2024 left the board unable to pay suppliers of fertilisers and agro chemicals, despite record levels of procurement. Speaking in the chamber, “Mr. Speaker,” he said Cocobod contracted quantities far beyond its budgetary capacity during the period. “For the 2021-2022 crop year, Cocobod procured agro chemicals valued at 455.7 million USD, while only 312.8 million USD was provisioned in the budget,” he stated. “Those chemicals were not paid for. Yet Cocobod continued to procure additional quantities in 2022, 2023 and 2024, all above the budgeted amount each year.” He cited the 2023-2024 season as the most extreme example: “While 76.5 million dollars was provisioned in the budget, Cocobod contracted about 668.6 million dollars in agro chemicals.” “Mr. Speaker,
